GACC Registration for Overseas Food Production Enterprises


An overseas production enterprise of imported food shall be registered with GACC.

Production enterprise refers to food manufactures, producers, processors, packers, storage operations etc.


The registration methods include the registration recommended by the competent authority of the country (region) where they are located and the application for registration of enterprises.


GACC determines the registration method and application materials of overseas manufacturers of imported food based on the analysis of factors such as the source of raw materials, production and processing technology, historical data of food safety, consumer groups, and eating methods, and in combination with international practices.


Food categories of registration through enterprises or its agent

Low risk level

  • Vegetables and their products (except fresh and dehydrated vegetables)
  • Processed grain and their products
  • Tea
  • Processed Nuts and seeds products
  • Alcoholic beverages
  • Beverages and frozen drinks
  • Biscuits, pastries, bread
  • Sugars (including raw sugar, sugar, lactose, syrup, etc.)
  • Candy/Confectionery, chocolate (including chocolate, cocoa butter substitute chocolate and its products)
  • Condiments/Seasoning (not including sugar, salt, soy sauce, vinegar, MSG, etc.)
  • Roasted coffee beans, cocoa beans and their products (excluding chocolate)
  • Fruit products (jams, fruit powder, canned fruit)
  • Other processed food(candied fruit, puffed food, brewing ingredients, strains for food processing, jellies, palm cores, etc.)

    Food Categories of registration recommended by the competent authorities

    Medium risk level

  • Bee products
  • Eggs and egg products
  • Edible oil and oilseeds(oilseeds, edible vegetable oil, edible animal oil)
  • Stuffed pastry products
  • Edible grains
  • Grain milling industrial products and malt
  • Fresh and dehydrated vegetables and dried beans
  • Natural plant spices
  • Nuts and seeds
  • Dried fruits
  • Unroasted coffee beans and cocoa beans
  • Special dietary foods (excluding milk-based infant formula)
  • Functional foods

    High risk level
  • Meat and meat products
  • Aquatic products
  • Dairy (Infant formula milk products, pasteurized milk and other milk products)
  • Bird's nest and bird's nest products
